It’s misleading to call it photoshopping. It’s MSPaint copy & pasting.
Photoshop clone stamp. Because it’s the only thing this person knows how to use.

Pretty sure, as @Chetzemoka@kbin.social said, it’s the clone stamp in Photoshop. It can be used well, but this isn’t evidence of it.
