  • I’m a big fan of Fate but I wouldn’t try it with a big group of players who are unfamiliar with it. It’s not a crunchy system but not really rules-light either and needs a very different approach than most traditional games; e.g. if the players aren’t used to self-compels, you’ll have your hands full remembering all the PCs’ aspects and trying to keep them in play so the players regularly get Fate Points.

  • Owning firearms in Germany isn’t really that difficult although you must invest considerably more time and money than in countries like the US. Legally carrying them in public is a whole other story. Unless you work as something like a judge or prosecutor or have some serious death threats against you, the chance of getting a license approved is extremely low.

  • One game that might fit the bill or at least serve as a good base for a homebrew is East Texas University. It’s heavily inspired by BtVS and uses the generic Savage Worlds system, which should make it easy to adapt, possibly making use of the Horror, Fantasy, and Super Powers Companions. I haven’t played ETU yet but Savage Worlds as a system delivers pulp action with a good bit of crunch, especially for fights — somewhere in the middle between GURPS and Fate, I’d say.
