Not sure I follow the mechanics of the “2nd choice” you described. The dollar-denominated debts in the global south are also tied to US interest rates? So raising the rates means they need to find more dollars for the payments? And the US is supplying these dollars by, I guess buying stuff? Or financially somehow?
Yeah a lot of the other replies are good ideas, but having what we called a “strong chair” is the only systemic way to handle this. And you need to establish this as a norm over time, so the chair has support from the floor if needed.

I’ve seen similar ammo contracts before, with huge headline numbers like “DHS to buy $100B of rifle ammo” or whatever. My understanding is they mean “these terms are locked in for up to X units” and not “we are buying X units”. Still interesting that they saw the need to raise the ceiling on this one.

Yeah it’s definitely not exclusive to them, but they’re the only ones with any offline presence that I see this from locally. And again, not all of them, trots are interesting because they range from totally reasonable to complete cranks. But I guess you could say that of anyone.
I’m actually optimistic now that all sectarian labels are becoming less important even among those that would normally claim them for themselves. Locally I see lots of Trotsky-enjoyers who would have previously claimed the name and are now looking to build something broader than any specific label. Which is more or less where I am politically as well.
