What The Legislative Branch Appropriations Act, 13 2023 (division I of Public Law 117–328) actually says:
SEC. 6. ADJUSTMENTS TO COMPENSATION.
Notwithstanding any other provision of law, no adjustment
shall be made under section 601(a) of the Legislative Reorganization
Act of 1946 (2 U.S.C. 4501) (relating to cost of living adjustments
for Members of Congress) during fiscal year 2023.
As far as I can tell, they didn’t sneak anything in.

A cost of living increase automatically happens unless there is language to block it. The House GOP’s version removed that language.
