Exactly, it means nothing until he is held accountable which doesn’t ever happen.
And then you jail him when he violates it.
Rip that band-aid off. Put his ass in a cell for 24 hours. Watch the entire rest of the country go, ohhhh, he’s just a guy, consequences can in fact befall him. Like when he got arrested four times in one week.
