What helped me was to practice holding the pitch of my voice steady and trying to vary the pitch of the whistle. Then switch it up. Practice holding the whistle pitch steady and vary the voice pitch.

After a while, it became automatic. I can just think of which two notes I want, and the correct pitches just come out.
